The institution of Carnival is generally attributed to the Serenissima's need to grant the population, especially the humbler social classes, a period devoted entirely to fun and festivities, during which Venetians and outsiders alike poured throughout the city to party with music and wild dancing.
Through the anonymity that masks and costumes guaranteed, a kind of leveling of all social divisions was achieved and even public mockery of the authorities and aristocracy was authorized.
